  1. All medium custody units on Tucson complex were directed to return to a controlled movement operation. Effective Monday 9/27/2021 Winchester will change its turn out and recreation procedures to abide by this direction. The doors of housing units and the gates of the recreation field will no longer be left open. Houses and its occupants will be advised that their recreation period is about to begin at which point they will be permitted to leave the house and enter the field. Once that turn out is completed the doors and gates will be secured. The revers process will take place for returning from recreation to the housing unit. All turnouts (meals, medical, programs, education, religious, and recreation) will be completed in a controlled manner. We understand that this is a transition which might cause confusion, we appreciate your understanding and assistance.

    Previously, Mr. Dunbar was at a 4-yard, Lewis Complex, Morey Unit (Close Custody). Fact that my point was low 12/8 and reaching a phase 3 status, I was moved to a 3 yard (Medium), Tucson Complex Winchester Unit to enjoy the perks of an open yard. Also, I signed the IHP declaration. So, I should enjoy all perks. The mere fact that they going to label this Winchester Unit as a close custody yard involuntary revoke my earned perks. Since the mere purpose to be classified as a 3-yard custody is to enjoy the openness, to not to honor that is fundamental unfairness and in violation of due process. Also, couple with the above, as a person who signed the IHP declaration, certain perks come with that. To be treated other, and you have IHP yards like Santa Rita and Manzanita (3 yards) which are IHP yards, fully open, and they are situated like me, stands in violation of equal protection, due process and discrimination. Further, in order for a directive to be effective, it is D.O. policy that the population receive a 30-day notice before it can take place. To let the population, know 9/23/21 that the Winchester Unit going to be close custody violates the D.O., admin law and due process. Besides, the inmates at Winchester Unit not even sure this is a directive from the Arizona Department of Corrections, Rehabilitation and Reentry Director. Dunbar and the inmates at Winchester Unit wish to enjoy an open yard and the incorporated perks of a signing the IHP declaration.
